Steps to change the Cattle as High Priority spawns:
Open the "location".ymt included in the zip and find LOST_CATTLE_1 and LOST_CATTLE_2 (this is the <ModelSet> I added for easy identification, LOST_CATTLE_1 for cows/bulls/oxen and LOST_CATTLE_2 for goats).
Change the flag under the item you found, from: <Flags>0x33740B29</Flags> to <Flags>HighPriority</Flags>
Do this for every LOST_CATTLE_1 and LOST_CATTLE_2 item you see in every "location".ymt included in the "../scenario" directory that this mod added, it'll still be up to the games engine as they will compete with other peds but the game will consider them Higher Priority spawns than other Peds/Wildlife in the area.
