For any game breaking bugs, please report it on the original mod page: Horse Rustlers. I do not possess the source code and so cannot make major edits or additions to this mod, such as resolve bugs.
I just sold a Dutch Warmblood, not certain on the color as I have a few texture replacers for the horses but the sell price was $18, I have the 20% reduction file. Confirmed it was in my RDR2 folder. Not sure if it's just this horse or all of them yet.. Is this no longer working?
I experienced this a couple of times too, it can be a little finicky but if you approach from the north side and approach the rustler leaning against the tree as slowly as possible, you should be good. It took a few attempts for me to get it perfect.
Otherwise, I'd recommend reporting this as a potential bug on the original mod page.
Would be a great mod if the idiots actually bought your horse instead of one shot you every freaking time :) dude wtf what's the point? I cant even talk with the guys?????? no prompt, nothing, i just get shot everytime

I'm not sure I'll reliably be able to do this since I don't possess the source code so I'm only working with bytes. Though this change may be more intricate than just flicking a value since I'm not sure the original author implemented a method to respawn the rustlers outside of just reloading a save. Could be worth suggesting on the original mod page.
mod worked pretty cool but the saloon logo in saint denis disappear. im assuming there's a cap on logos appeared on map? anyway ive only sold one horse, the belgian, and the animation of a dude riding it out after is nice
I can't really speak too much for this mod since the original functionality and code is not my own, this is simply a reuploaded version with altered prices. But, from the little decompiled code I can see, there shouldn't be any direct interference with existing map blips, so you might be right about an upper limit Rockstar enforces, though it does seem like an arbitrary limitation.
I guess if it is prioritising which blips to remove first, saloons seem like the safest bet. I can't really find any concrete information on that though so sorry I can't offer much more. May be worth reporting on his original mod page for if/when Milferino returns.
