those are the default values of the threat levels. increase or decrease them to increase/decrease number of enemies. cap deploy boost also increases the number of enemies. what my mod adjusts is how many enemies per threat level. it tells the game how high of a threat is low threat for example. 99 would be very very very high of a threat. depending on that number cap deploy boost will double (depending on difficulty level) the amount of enemies that are supposed to spawn from that threat levels value.
Can you explain what this mod does with defaul value of 99 (aproximately by how much does this increase enemy count/percent?). The value is the same across all difficulties (99) - does it mean enemy increase/count is the same with this mod or there are other modifiers for difficulty level? (for example 99 + legend dfficulty provide more enemies than 99+rookie)?
I set them all to 99 to give the max amount of soldiers for every difficulty level. so these numbers increase the threat level beyond what the game says on any difficulty. lowering these numbers will lower the amount of enemies depending on the value you assigned to that threat level. And yes Legendary 99 will spawn more enemies than on rookie 99
could you go over 99 or is that max ? and lowering the based on threat level would also work , is there any math to it ? i had mental amount of enemy's on a scavenge mission nearly ran out of ammo :D

Can you give any instructions on how this works ? Or if you can't, as it's likely somewhat hard to know exactly, and testing would be nice, the original values would do nice as an example, when comparing and contrasting, and testing. Thank you.

Does adjusting the number 99 reduce the number of enemies? What is the default?
