Yes, you can disable telemetry from the Options. I did that too.
So, I am surprised when Debug Console tells me that Phoenix Point is still phoning home. (See screenshot.)
May be some code forgot to check the opt-out, I don't know.
May be you are paranoid, may be you just don't want to taint the telemetry data.
Whatever the cause and reason, this mod is another safety net.

As a side-effect, you will never see the telemetry prompt, for example after game settings has been reset.
(This mod err on the safe side; it does not block anything else. Consider blocking with a Firewall if you are truly paranoid.)
