I made this mod for myself because the Imp Gall is the most valuable ingredient to a poison user but you could only get them from vendors and two dungeons once you hit level 10. Bethesda's answer to this was Vault Guardians. . .
This mod does three things. First, it edits the leveled lists of the Mythic Creatures aka "Monsters" so that it's not just Minotaurs and Ogres at higher player levels. Second, it adds Imps to a few leveled lists where they did not appear before. Third, it makes it so that all the creatures are leveled, not just Ogres, but makes them not feel overpowered by keeping the creature levels relative to each other.
For example, in vanilla, a Troll will always be level 6, a Minotaur will always be level 12, but an Ogre starts at level 16 and will level with the player but always be 3 levels lower than the player. So in vanilla when the player is level 30, a Troll will be level 6, a Minotaur will be level 12, and an Ogre will be level 27. In this mod when the player is level 30, a Troll will be level 14, a Minotaur will be level 20, and an Ogre will still be level 27.
I have included in the screenshots and packed with the mod spreadsheets detailing the creature levels and corresponding player levels as well as creature stats so that you can see the differences. Imps and Trolls with continue to spawn regardless of how high in level the player gets.
