The only spells I would remove using Spell Delete And Item Remove are 'Toggle Aura of Death' & 'Generic Quest Items Menu' as these two features move beyond convenience into cheating.
Did you consider to make a "lite" version with only the "Make Essential" and "Force Always Run" spells? Secondly, in the theme of this mod, it would be possible to "force a NPC to use a Horse"?
I figured that it would be enough to just point people to the spell delete mod if they only need some of the spells listed here. If I were to make lite versions myself, chances are they they would not fit the needs of most people and/or create confusion about which version to download.
I don't know how possible would it be to include such a horseback spell, but I could look into that at some point.
This mod looks promising, thanks for keeping the Oblivion mod community alive. Also looked at a bunch of your other mods and oh man I have a lot of downloading to do.

I think that *might* be useful (although I'm not so very sure of it now that I thought about it some more) when you don't want an essential NPC (because he will eventually kill everything hostile on it's path. Instead he would normally die and respawn. Like I said, unsure about it.
Does this mean I won't have to wait until Agarmir leaves his house during the Unfriendly Competition quest? Also, the Toggle Aura of Death spell sounds fun, and the Mark/Unmark Actor as Essential spell would be so useful on many occasions! I will give this a try on my next playthrough.
Unfortunately I don't think skipping 24 hours can help with that particular problem, it's more for things like Sinderion asking you to wait 24 hours every time you bring him the required number of Nirnroot. But I'm glad you like the idea at least.

The Mark/Unmark Actor As Essential spell could replace similar essential mods like Essential Travelling NPC's. or Safe Travel NPC.
The Toggle "Always Run" On Actor spell feature would replace Quest NPCs Run.
The Toggle Detect Life/Night-Eye/Light spell would replace Toggle Shaders + Toggleable Light.

Also, have you considered perhaps an option to add/remove RESPAWN flag from NPCs? Might be something useful.
