So, I looked into the internals, and tried some experimenting myself, to understand better, how this affects grass. When I raised values a lot, I would make the grass higher, but when set to 0, as this mod does, they looked no different.
When used with some specific grass mods like Grass Overhaul, it seems to not do much. Most likely, it won't affect new grasses added/replaced to the game.
To get a proper result for all grasses used, it would require to have a custom version for specific grass overhaul mods, which would take in account how they are actually visible in-game.
It may still affect some grasses, however I haven't tested it with lots of regions, so I can't say for certain, that it does noticably so, especially, when grass meshes of some mods, may be already used in their default sizes as this mod tries to set it.
Mod works great for me and it def helps the fps rate when I went into the game. Noticed the difference right away. Plus this works great with Low poly grass and coupled with the OSR, the game plays great out in the open worldspace. Thanks for adding this. Endorsed!
Actually, rolloLG, it does make the grass shorter. It replaces the tall grass models with shorter ones in-game. Your load order must be set wrong, because I definitely do see shorter grass (and get a better frame rate at that).
Maybe it's because I was using Natural Environments before using this mod, though.
Could you make it even shorter? I can't see a big difference and the grass still reaches my knees..
EDIT: I've just found this mod is A FAKE (but the intent was good)! The modified values influence WHERE and HOW on the landscape ground the grass is planted (slope, range etc. values refer to this!!), not its tallness or shape! To modify that you should edit all meshesplants*.nif files (3D models)! Sorry but it's completely useless. That's why I didn't see the difference!!
P.S. Some users may have noticed a little FPS gain because it simply removes the plants from where they belong at default (typically the hill sides) in the game!
I used this on my old AGP system to gain some FPS outdoors [was only hitting about 13 FPS w/ grass]. On my new system, I still am around 25-30 FPS with A LOT of texture enhancements going on, such as Qarl's and foliage retexture, which isn't bad, but, still, I always thought the grass was too long anyways and this might give me a few more frames on the side. Thanks!

EDIT -
@RolloLG
You're right. And it's still giant grass.
I'm going to edit the nifs.
