What it says on the bill: two NCR helmets, one with a mask, one with a gas mask.
They have been added to leveled lists so troopers should occasionally spawn with them.
Meanwhile, the troops at Searchlight will always have gas masks (yes, this will require a patch for Brave New World; I'll try to make one soon).
Clipping issues with the face wrap armor, but then again that armor clips with everything.
