Improved weapon accuracy for the player. A minimalist, "Vanilla friendly" and espless DWS alternative.

Overview
When using single projectile Guns, Energy Weapons (and Big Guns if enabled) the weapon accuracy will be greatly improved for the first shot, moderately improved for the second shot and slightly improved for the third and return to base/vanilla value for the fourth.

When using multi projectile weapons (shotguns while using buckshot, tri-beam laser rifle, multiplas), their spread will be moderately reduced for the first 2 shots and return to base on the third.

When using two-hand handle weapons (like the minigun) and two-hand launcher weapons (like the shoulder mounted machine gun) all shots will have greatly improved weapon accuracy.

A shot will be considered the first shot if you have not fired your weapon for 2 seconds.

All of the above ONLY APPLIES if the player is currently aiming AND meets the skill requirement of the weapon when they fire it, otherwise base spread will be used. VATS remains unaffected and will only use base weapon spread.

This uses a new event handler that allows for spread manipulation for only the frame in which the weapon is actually fired so it can be instantly reverted to the base value after the player fires. What this means in practical terms is that NPCs using the same gun as the player won't be affected by spread changes to the players weapon (unless they fire in the exact same frame as the player).

The only function being called that actually manipulates anything in-game in the whole script is SetMinSpread

Everything is 100% event based so it should be fairly light weight.

Deus Ex Spread - Not Compatible
JIP Selective-Fire - Soft incompatibility (nothing will break, but JIP SF will make spread adjustments of its own that will essentially be ignored)
B42 FireMode - Compatible (if you select the Alt version that does not manipulate spread)
