I have no idea, I want to say no. Only one way to find out I suppose. I don't know of anyone who uses that version of FCO. Most FCO patchers like myself use the latest version. I can't answer this because I never tried both those mods together before.
Hey Camo, your old Tammer patches no longer work since the newest versions of his armor packs came out, would I need to grab his old version or would you be able to update the patch?

yo, lord's work like others said, one issue i'm having - some characters in the 3DNPC patch have the pink missing skin texture (frank in prospector saloon being the prime example), was this ever something you or anyone you know of encountered? My brain is fogging up at the tail end of a 4 hour mod installation trial and error spree so im trying to isolate what makes my fco install different from yours that this would happen. thanks
You may need FCO Bugfixes, which patches the FCOMaster.esm file by fixing file directory pathing for the texture files within the .esm.
I personally haven't encountered any texture or mesh issues with any of my FCO patches or Avonall's FCO patches that I tested so far. Make sure you installed everything correctly and in the appropriate load order. You can use FNVEdit to diagnose problems if you have the know-how. I have FCO, The Last Few Edits, and FCO Bugfixes installed.
Here's my exact load order regarding to Fallout Character Overhaul mods within relevance to 3DNPC mods.
FCOMaster.esm (Version 3.0.1); (overwritten by "FCO Bugfixes" after installation).
Hello, it's been a few months since I have launched Fallout New Vegas and I am currently not creating any more patches. However my friend Avolnall is still creating patches now and then, you can try asking them on their mod's page, Avolnall's FCO Patch Collection.
In regards to how to do it yourself, you will need to use the GECK, create a blank .esp, load up FCO and the relevant mods, and then edit each of your mod's NPC's race and head parts one by one at the FORMID list.This person's youtube video shows how to make an NPC, which goes into depth, which isn't really necessary, but they do show how the GECK works with the NPC related stuff.

I suggest two methods to get my patch to work with your own patch.
Option 1: Place your patch below my patch in the load order. It should overwrite changes my patch does with yours instead. Option 2: In FNVEDIT, delete all the Non-Player Character forms on my patch that are relevant to the Hope mod (see photo). Then right click on my patch and use the Clean Masters option, then save changes and exit out of FNVEdit. You should no longer see the 3DNPC_HopeLies.esp dependency when viewing my patch.
No problem, I really appreciate the work both of you are doing, that Intersting NPCs file is going to be super useful for me as I'm installing that mod right now :)
Would you consider making a patch for the standalone version of Hope Lies...? I had to get rid of 3DNPC this time around but I still want to use Hope. Maybe it's easily done in FNVE.
Actually what you said is a good idea, I just pulled up the "FCO - 3DNPC.esp" patch in FNVEdit and removed all the Non-Player Character forms unrelated to Hope Lies mod, and used the Clean Unused Masters option. Link to the >>Download<< if you haven't done this yourself already.

Same goes for females, DBrowF1 or 2.
As for beards I usually just pick a mixture of vanilla facial hair, or in some cases use the FCO facial hair.
