Everything in this add-on uses Dracomies' New Vegas Redesigned 3 and Qwinn's Refined FNV Redesigned 3 as its base. Dracomies' New Vegas Redesigned 3 has been made open source, and Qwinn's New Vegas Redesigned 3's permissions defer to Dracomies. If either party has a problem with this mod, please let me know.

Remove unique records in New Vegas Redesigned 3.esm in the categories of: Animated Object, Creature, Cell, Dialog Topic, Idle Animation, Ingestible, Light, Misc Item, Non-Player Characters (some), Package, Quest, Script, Sound, Static, Voice Type, Weapon, Worldspace. These records added Dracomies' various level design and environmental changes to the game that fall outside of directly modifying the textures and models of vanilla NPCs. They added worldspace/cell changes to various areas of the game, such as corpses, blood, custom NPCs, as well as various level design changes like making Boxcars look more injured. These may cause instability and save issues, especially when installed mid-save. New Vegas Redesigned 3.esm now only affects the outward appearance of the textures and models of vanilla NPCs. All other changes that were not already in the "Redesigned" .esps have been moved here.

fix: Craig Boone's face mesh no longer clips with Authority Glasses during dialogue. The problem is caused by FCO characters with high cheekbones. The FaceGen data was changed to be as close to Dracomies' design as possible while reducing clipping and overly angular cheekbones. This is the only non-Dracomies FaceGen change so far, and comparison images can be seen in the gallery. Unavoidable clipping still happens with the sunglasses that Vanilla gives him, so the decision to give him Authority Glasses stays. Boone wears rimmed sunglasses in official art, so the vanilla sunglasses kind of contradict canon anyways.
fix: this version or 1.3.8 gives Boxcars his old package back so that he looks wounded before talking to the player

Dracomies has made FNVR3 open source
Since QRNVR3’s permissions defer to Dracomies, this mod aims to continue and improve upon Qwinn’s work. This mod includes the improvements of QRNVR3 and more, reducing mod conflicts that break the game and increasing performance. The patches have also been updated as well.
This mod aims to be easy to install. Instead of releasing yet another .esp that you have to install on top of three other mods for NVR3 to work, I decided to utilize Dracomies’ gracious permissions and consolidate everything in to one mod.
Kabyidon NPC Overhaul - A NPC overhaul meant to lower the reliance on the Hispanic race for certain named female NPCs.
Features and changes from older versions of NVR (NVR 3.6/NVR 4.3/QRNVR3)
Same mission: increase performance, fix bugs, reduce conflicts. For this reason, much work was done to make the mod easy to use while trying to preserve Dracomies' original vision.
For compatibility and stability, the scope of the mod is now limited to changing NPC faces, skins, and outfits. This meant removing many records and optional plugins (e.g. Bitter Springs Redesigned) that caused bugs and unexpected conflicts with other mods.
The goal is to make it just work.

Version 2.0.0 removes "extra" changes that came with the original master file. This includes outside worldspace/cell changes to various areas of the game, such as corpses, detail prop placements, blood, custom NPCs, as well as AI packages like making Boxcars look more injured.

Provides new freshly generated FaceGen texture files so that bLoadFaceGenHeadEGTFiles=0 can be set. Also, they were generated using the .egt files from Mostly Fixed FaceGen tints, which removes the unnatural coloring from the green face "mold" problem.
Includes most sensible changes from NVR 4.3 that were not in QRNVR3. Noticeably, Veronica and Cass get their hats back, Boone's look is updated and Johnson Nash is black again. Under the hood, many changes to NPCs' inventories have been removed, further reducing conflicts.
Removes superfluous NPC edits, e.g. changes to combat styles and SPECIAL stats, further reducing conflicts
Provides up-to-date YUP, JSUE, and TLD patches (e.g. Cass is no longer vanilla with YUP installed)
Provides a Brave New World patch solution for those trying to use Revoice and Face Redesign version of BNW. Voice Only version should work out of the box.
