It fixes the buggy rain script in HH, and consequently makes it so any weather mod that adds rain to the main Mojave using said script actually works. (Better late than never, and someone else might be confused on the same matter.)
The updated rainy tweaks version says "This only modifies the rain itself, if you want to use the rain outside of Zion, you'll still need the main file." Does that mean that if I use the Honest Hearts' rain file, I get rain outside of Zion? Without need for any other mod?
For me the Rain Tweaks version has an issue where the rain sound does not play at all when the rainy weather comes up naturally. The thunder sound plays but not the rain sound itself. The rain sound plays when you save during rainy weather and then reload the save. But then the weather also quickly changes to another one. (Is the latter expected behaviour?) I am using TTW and have both the main file and the tweaks file installed... Running it with Enhanced Skies (TTW version).
I'm having this issue too. When I remove Rain Tweaks, rain sound starts normally playing when entering/exiting interiors and fast travelling. Reloading save also fixes this issue. Playing New Vegas with Dynamic Weathers (https://www.nexusmods.com/newvegas/mods/61600?tab=description).

Fixed sounds not playing. Yes, I completely forgot about this mod.
Basically my question is does this fix stuff with HH or is it a fix for rain mods to work properly in the mojave

It makes a difference.
