12 years later, this remains one of the absolute best gameplay mods for Power Armor ever made.
In Vanilla New Vegas, Power Armor is basically a placebo. You need hard to find, special training to even wear it, but once you get it it's honestly not any different than other heavy armors (like Legion Centurion Armor, or the Armor of the 87th Tribe). Powered Power Armor actually makes Power Armor work the way the characters in the game say it does, in a way that is actually true to Fallout lore, and without being imbalanced in any way.
In a nutshell, all Power Helmets now come standard with 3 new vision modes and a zoom function, letting you see in pitch darkness and snipe foes from afar. The Power Armors themselves have actual power supplies that can be used to power various armor mods - the power supply is either a Fusion Pack, or an Ultracapacitor. Fusion Packs run forever and need no refueling, while Ultracapacitors need refueling (using energy ammo or Fission Batteries) and generate more power to play with. This makes Power Armor a real consideration in both roleplay and gameplay - a choice of playstyle.
If you think that's too complex, there's nothing stopping you from using an armor that has a fusion pack instead - goodbye constant refueling. Or not using Power Armor at all - you can still get all the vision upgrades, either by wearing one of the snazzy Targeting Monocles (they make you look like a cyborg) or a Ranger Combat Helmet. That means you can finally take your Veteran Ranger gear and recreate the opening of New Vegas, in-game. That's a win, and an endorsement from me.

And now, I recommend another great mod for lovers of Power Armor, Titans of the New West 2.0, which meshes with this mod extremely well. While Powered Power Armor restores Power Armor's importance to gameplay, Titans restores Power Armor's appearance as the massive, metal behemoth it was originally designed to be. Also keep an eye on WebbProductions2020's Titans Patch Emporium - a truly massive collection of patches to make modded armors compatible with TOTNW.
For those who want to be spoiled or are just afraid they've already been through the places with Composite Schematics and the Hardened Armor before they installed the mod, I found both of them as well.

A solid mod, if a bit too complicated for my tastes. I'm not using it, but it's definitely worth a look for anyone who wants more powerful and interesting power armor.
