If someone else is looking for a modern solution to this, I think bNoSneakAttacksCriticals = 1 in lStewieAl's Tweaks will achieve the same result as the "no sneak attack" version.
There's also the bSneakCriticalsOnlyMeleeWeapons = 1 option which will probably be the same as the "No Ranged Sneak Attack " version
Question, does this mod allow the user to disable the sneak attack critical camera? Because I just want to be able to quickly take out a room without waiting a few seconds after sniping one dude

if you use Stewie, a [HIDDEN] attack will do normal damage, that is, as if you were from the front not stealthy. no critical bonus whatsoever.
With this mod, a [HIDDEN] attack will be a normal critical hit that you normally get by chance here and there. nothing more
