Rebuilds the interior and exterior of the Caldera governors manor to be more imposing.

Summary
I never liked the look of the governors manor despite it having a unique design; the textures didn't quite fit with the rest of the town and the interior layout was oddly shaped and mismatched to the outside. So I replaced it with a more imposing castle like appearance and expanded the interior.
The first floor is similar to the original but Cunius Pelalius now has their own office space rather than being sat in the middle of the public through way, and where the opposite them is now a small Imperial shrine dedicated to Zenithar.
Second floor now contains a dining hall, guest quarters, and a kitchen with the servant quarters attached.
Top floor is Odral Helvi's private quarters, with his drinking lounge, bedroom, and bathroom.
