BCOM Seems to break this mod, since BCOM moves the madach tradehouse and changes it's texture, can't seem to find the note needed to get the dialogue option as a result
I don't use bcom so I wasn't aware it did so much to town layouts. I guess you'd have to ask the author to make a patch. I'll peak at it in TES3View for you later so I can get the note's ID for you, then you can add it to yourself.
I don't use it either, but Beautiful Cities of Morrowind is a very popular mod that overhauls pretty much every town and settlement in Morrowind. If you make a mod that touches a town, it likely isn't compatible with BCoM unless you made it with BCoM in mind. Which is exactly the reason I don't use it, it's a compatibility nightmare.
Since Gnisis Docks breaks the part in Imperial Legion Expansion where Darius Issues you Imperial Chainmail this is the perfect workaround as long as you ask for the badge during first dialogue interaction with darius otherwise you will still have to buy or scav a legion uniform.
