-uses better system for detecting vampires

-actors currently hostile or friendly to the player will not vanish, be unavailable to talk to, or be silent as a result thereof (that is, they can still say Hello)
-blacklisting an interior cell now makes everyone in it able to be talked to and say Hello

-not run in CharGen
-config file now Lightweight_Lua_Scheduling to match
-fixed multiple bugs, including blacklist issues (via making everything lowercase)
-only enables people disabled by this mod
-blacklisting plugin doesnt affect cells and break now

-iterating excludes PrisonMarkers. should fix a save corruption bug
-the cellChange timer is now also optional. May save on FPS.

-dead bodies will never be disabled. NOTE: this also means they will never be enabled, so plan accordingly with mornings etc.
