Something is wrong with this mod, I have the patches installed and none of terminals work like they are supposed to. The mods affecting "BioD_Exp1Lvl5_100Stronghold.pcc" are Liara Consistency Mod, Casual Hubs and Unofficial Community Patch.
Update: After restoring my game I did some debugging and testing. I figured out first install this mod, do not use the casual hub patch. Then Casual Hubs with no changes to Liara and finally LCM with no patches for Casual Hubs.
I think I see the problem. When you apply Liara Consistency (LE1 Face/LE3 Face only — LotSB Face doesn't need to change this file) There are two relevant options presented. One which allows you to toggle between "Casual Hub + Instant Shadow Broker Rewards Patch" and "Instant Shadow Broker Rewards Patch" and a second one which enables or disables "Casual Hubs Patch"
If you select "Casual Hubs + Instant Shadow Broker Rewards Patch" and ALSO have "Casual Hubs Patch" checked it will end up applying the latter — which does not have the ISBR changes.
Try applying again with "Casual Hubs + Instant Shadow Broker Rewards Patch" selected but "Casual Hubs Patch" unchecked.

Not quite sure what's happening but this mod only half works for me at this point, possibly due to the Unofficial Patch? (it's the only mod I can think of that may interfere). The videos work fine, but the terminals run like they normally would (do a mission, wait a day, etc)
It should have worked fine with the Unofficial Patch (albeit undoing a few of its fixes) but I've just uploaded a version built off the patch.
Possible conflicts I've become aware of are: "Casual Hubs for LE2" only if you choose the option to have Liara wear her science uniform, and "Liara Consistency Mod (ME2LE)" (as mentioned below) I need to learn a bit more about modding and the intricacies of what happens when two mods override the same file before I can figure out what needs fixing where (I also want to try out a different method of removing the time gate that should be quicker to apply if the number of alternate versions needed for compatibility starts to get out of control)
If you don't use either of those two mods can you do a search for "BioD_Exp1Lvl5_100Stronghold.pcc" in your mods folder and reply with any other mods that conflict?
I'm having this problem, too, and the only mod I'm using that seems to affect the file you mentioned besides Casual Hubs and LCM is "Modern Squad Armor," though I presently have the Liara option turned off as it conflicts with LCM.
Thanks for the report, I've just contacted the author of that mod as to if they want to include a compatibility patch.
Otherwise yes the solution should just be to install Modern Squad Armor without the Liara option — if you're still having problems try removing MSA entirely using "Manage Target" in Mod Manager before reinstalling it.
This is fixed in the Unofficial Patch. I built my changes on top of that so if the pop up is not already removed (it will trigger the first time you're on the base, but not subsequent visits) then the change needed to remove it is in one of the packages I'm not already modifying and therefore out of the scope of this mod.
If you have this mod & the unofficial patch installed and are still getting the pop up on anything besides the first visit let me know as that should not be happening.
now THIS is worth uninstalling all my texture mods for!
edit: this mod conflicts with Liara Consistency Mod (ME2LE) with the ME3 head option, rendering Liara's face textureless. Doesn't break anything aside from that.
Awesome. I tend to save the Shadowbroker DLC for after the Suicide Mission, so I never have time to complete all these terminals. This is definitely a must-have mod for me.
