You showed that you alredy know how to give Liara this batarian armor and to give Kelly Chamber officer uniform. Are you able to make mod that give Jacob Taylor Cerberus Assault Armor that Shepard can wear?
Hope you find a way to get her prologue helmet working. I'd love for that to repalce her breather mask. In fact I wish that helmet could be used by her in ME3 as well.
Yes! Ive always wanted to see more Liara in the cut content armor (seriously SOMEONE purposely gave that armor to her, rather than default to normal ME1 armor). I'm curious how do you swap outfits for characters in modding? Is it possible to do that as well for the ME2 humanoid party members or do their unique models basically lock them into their specific outfits?
This isnt me asking for a request or anything, maybe I'll try my hand if it's mostly looking up file IDs and swapping.

First, you need to use ME3Explorer - ME3Tweaks Fork, you can also find it opening ME3Tweaks Mod Manager, under the Tools window. You then select the "Package Editor", and open the .pcc files related to the characters and the assets you want to use. Go in Mass Effect 2/Biogame/CookedPC. The companions are in the BioH files. "_00" refers to their standard appearance, "_01" is the loyalty appearance. Generally, most of the armors are in BioG. "HMM" stands for male, "HMF" stands for female. "ARM" for armor, "HED" for head, "HIR" I think it's for the hair. "CTH" are the "citizen" clothes, "HVY", the "Heavy" armors, "MED" the medium ones, "SHP" is for Shepard.
I will now illustrate how the armor for Liara was changed in this mod. I opened "BIOG_HMF_ARM_MED_R", I then explored all the packages by clicking on the mesh until I found what I was looking for.

There's only one type of textures, what determines the appearance of the armor is the material file, that you can see under "MEDc". They are HMF_ARM_MEDc_MAT_1a etc...
I then opened the file for Liara in the DLC, which is BioGame/DLC/DLC_EXP_Part1/BioH_Liara_00 and searched for her armor.

I then click on MEDc in the first file that I opened, and drag it under BioH_Liara_00.pcc, and click on "Clone all references"

Under the original Liara armor, right click on the mesh and the material, and select "Find references"

This allows me to see where the assets are referenced in the file. What interests me is BioPawnSkeletalMeshComponent.
Digit the numbers (9385) under UIndex and click on Goto#

You now need to swap the SkeletalMesh and Materials numbers with the ones that interests you.

So basically digit 9710, which is the index of the imported armor, where you see the index of the vanilla armor (9409), and click on "Set". Do the same for the material. Then click on File, Save as, and save with the correct name elsewhere. You can build a DLC or simply copy and paste the modded file where the vanilla is (backup first).
In the case of this mod, BioH_Liara_00 is the appearance of Liara when she's a companion. Her appearance during the cutscenes of the DLC is determined by the other files that I modded, but the process is the same. You can do this in Mass Effect 3 too.

With companions in ME2, you can modify the armor with this method, but not their image in the Select Companion GUI. I've been told by more expert modders like Khaar, the author of Expanded Shepard Armory, that it breaks the game.
Also, I had troubles try to use assets from the DLCs. The game doesn't like that, somehow.
