When scrolling downwards through tips, the entire managerial tip area will scroll while scrolling through a smaller tip.
There's code in the game to prevent this, but it checks the wrong values and so only works properly when scrolling upwards. This fixes it so that scrolling a tip will only scroll that tip instead of the entire area (while there is scrolling to do).
