please try clean install, i have install then unistall game on steam when it not work with old gen until last update(1.2.1, ingame ver 1.1.4), i redownload game again and game start fine, with my potato pc 3770 and 1660s and install in old hdd game can run amost fine 60fps in high( & ultra) texture and turn off some effect i don't like, now i clear first 4 story and fps not drop to much expect some loading texture, just drop a bit then go up fine again. Play fine with mods too, not install lowest settings, mods change costume and increase fov.
trying this mod since i have i7-3770 whenever i run the .bat it just opens up asking me for administration i tried manually running it as administrator it opens up it does everything correctly and it says slowly leaving but the game doesn't launch no matter what i tried i also tried launching the .bat on anywhere it runs perfectly normal except it can't find the game and when i copy it to the game files it stops working
I think the CPUID must be correct forbetter performance I tried to change the cpuid.def from hsw (Haswell?) to ivb (Ivy Bridge/3rd gen Intel?), and result is different
I do know that I have the same cpu I5 3rd gen but for some reason ivb doesn't launch the game I tried cpx it did but low frames adl and arl both does not launch the game etc. I am trying to find something that at least gets to 15-30 frames so it can be somewhat playable.
from everything I tried until now nothing match the hsw and I think the issue that the game does not use the GPU at all like it is 0% when I look at it while playing the game. If somehow we can make the GPU access its power in the emulated game I think it will work.
It didnt work at first but after I set the GBFR executable itself to run compatibility with windows 8 and as admin and then ran both the SDE exe and GBFR exe from this mod as admin. It worked after waiting a bit at the black screen. I hope this helps! Not sure if what I actually did helped.
So 1.3 makes the game start but black screen forever left it for 30 mins, while 1.2 makes it work but yea the FPS is 5-10 hopefully they either remove this stupid requirement because it literally do nothing for the game. I can't believe I am able to play a game like Returnal and can't play a game with worse graphics like this.

I have a i5 of the same yours generation and the game not worked at time.
There is a slight performance decrease and I would like to return it to its original state.
Edit: Worked, I get like 15~20 fps, I noticed the game don't use my gpu
