This is a "ready to build" sandbox save file for Fallout 4 (Next-Gen v1.10.984), intended for players who want to jump straight into settlement building — especially for creating city plans with Sim Settlements 2.
All settlements from the base game and DLCs are already unlocked. Nothing has been built, moved, or scrapped, so each location remains in its vanilla, untouched state. You can fast travel, start building, and use your favorite tools right away without having to unlock each site manually.
No console commands or mods were used to cheat or modify quests, player stats, inventory, or world state. The only mod used to assist was Workshop Framework's built-in “Unlock All Settlements” feature.
This save is clean, lightweight, and ideal for mod authors, Sim Settlements 2 city planners, or anyone who just wants to build.
- Download and extract the file.
- Place the extracted `.fos` save file into your Fallout 4 saves folder:
Documents\My Games\Fallout4\Saves - Launch the game and load the save from the main menu.
- All settlements across the base game and DLCs are unlocked using Workshop Framework's built-in options.
- Settlements are untouched — no structures or objects were changed in any location.
- No console commands, mods, or scripts were used to alter gameplay, world state, or quests (outside of unlocking settlements).
- This is a clean builder's sandbox save, perfect for city plan creators or players who want to build freely.
- The Minutemen quest "Taking Independence" was completed specifically to clear out The Castle (mirelurks and nests). No other Minutemen quests were progressed, leaving you free to ignore or pursue the faction.
- The Covenant quest "Human Error" was completed by siding with the town (agreeing to eliminate Old Man Stockton's daughter). This ensures Covenant is fully unlocked and prevents future hostility from its residents.
- This save was started on Fallout 4's latest Next-Gen update (v1.10.984). All Creation Club content officially included by Bethesda in this update is installed and active in the save. However, none of the related items were picked up, and none of the quests were started — everything remains untouched.
- Even though The Mechanist’s Lair settlement is technically unlocked, the final quest of the Automatron DLC has not been started or completed. As a result, the area remains unpowered, and all internal doors are closed. It’s highly recommended to complete the DLC questline to fully unlock the settlement and gain access to all Automatron features, such as the Robot Workbench and robot parts.
- In a future update, an optional save may be added where all major DLC questlines have been completed, removing any such limitations.
- Sim Settlements 2 has not been loaded in this save, meaning for one to use all of SS2 features, one must either complete all chapters quest lines, or use the SS2 Holotape options to unlock all its features.

These mods aren't required for this save to work, but they’re highly recommended for the best building experience:
- Workshop Framework – Core modding framework that improves workshop systems and allows advanced control over settlements. Used to unlock all settlements in this save.
- Sim Settlements 2 (All Chapters) – Massive expansion that adds city-building mechanics, dynamic plots, settlers, and fully-voiced quest lines. Link points to Chapter 3 AIO version.
- Workshop Plus – Adds workshop enhancements like flight, undo/redo, and advanced movement tools. Ideal for large-scale or vertical builds.
- Wasteland Reconstruction Kit – Adds over 10.000 buidable objects/items from the base game, DLCs and Sim Settlements 2
- Place Everywhere – Essential mod with tools to enhance objects placement with more precision, and much more
- Building Budget Extender – Dynamically extends settlements building budget every time the limit is reached.
