Been wanting more Waterworld references in Fallout ever since 3 ^.^ Still hoping eventually we get a sea-based Fallout with floating settlements and Raiders who act more like the Smokers.
The shoulderpads are from the chest armor in Radscorpion Armor, but I removed the breastplate in Outfit Studio following this tutorial's instructions so that only the shoulderpads remain
The fishing nets are from Backpacks of the Commonwealth, specifically these items: Raider's Harnessed Metal Container and Trapper's Back Pouch. Since they both occupy the same item slot I changed one of them in xEdit (see tutorial here) so they can both be worn together

The base outfit is vanilla MacCready's Duster, retextured with either this or this
To make other armor pieces wearable on top of MacCready's Duster, I used Any Armour On Any Clothing

The fishing net cape is from Maxson's Cape, but I retextured it with one of the net textures from Wasteland Sniper by Hothtrooper44
The bullet belts are from Crimsomrider's Accessories (AWKCR-AE)
Plus the Drifter Coat accessory from Dark Drifter Outfits
