When using X-Cell, those NPCs will be headless as they will not have Facegen data.
I hate to say this since you responded to my request, but the FaceGen for "That's Merc Life" only contains textures and does not include meshes, and since the esps for "Mercenary Outfit Pack" and "That's Merc Life" are different, the FaceGen data also needs to be placed in different folders, so as it stands, the FaceGen data for "That's Merc Life" does not work.
If the FaceGen textures and meshes are not generated correctly and placed in the correct folders, using the FaceGen features of this mod will leave you headless.Conversely, if you do not use the FaceGen function of X-Cell mod, the head will be displayed even if the FaceGen data itself does not exist, so there will be no problems even if the FaceGen data is not generated correctly or placed in the correct folder.I've posted screenshots on this mod page with both the X-Cell mod and your FaceGen mod installed.NPCs added in That's Merc Life will continue to be headless whether you use the Loose file or the BA2 file.
If the FaceGen data is not generated correctly or is not placed in the correct folder, it will normally become a headless NPC if the above setting is set to true.
Just as the FaceGen textures and meshes for the "Mercenary Outfit Pack (STANDALONE)" are placed in the "DT_MercOutfitPack.esp" folder, the FaceGen textures and meshes for "That's Merc Life" will not function as FaceGen data unless they are placed in the "That'sMercLife.esp" folder.
If you are using X-Cell and the FaceGen texture or mesh does not exist or is placed in the wrong folder, but does not become headless, it is possible that the FaceGen function of X-Cell is not working for some reason.
If you see Ivy's head displayed without her FaceGen data, then X-Cell's FaceGen is definitely not working.
If the appearance of an NPC has been changed in "PaTRaN's Ivy" or similar, and a matching FaceGen texture or mesh has not been generated, the NPC may become transparent due to mismatched node names.
Sorry for you but I can't do more to bring you closer to the original mods.
This is obvious when you look at mods that change the appearance of Skyrim NPCs or the contents of the BA2 file mentioned earlier at "Wasteland Wonderglue - FaceGen Edition at Fallout 4 Nexus - Mods and community".
Any FaceGen data that is not arranged according to these rules will definitely not work.
