For minimum conflict, put this mod at the highest possible on your load order. Right below bug fixes are preferable.
Installing this mod will make some enemies keep scaling level for the rest of the save game, even after the uninstallation. (Notably low-tier Raiders and Super Mutants. I have no clue why this happens.)
