These are my personal tweaks to the difficulty damage scaling GMSTs (game settings). Kept it tame, and evened out the damage for all difficulties.
ESP flagged ESL, so won't count towards the 256 plugin limit. No dependencies. No wild edits. No frills.
The new damage multiplier values are shown in the chart below.

As you can see, nothing hits x2.0, and overall this mod is rather modest compared to other difficulty scaling mods. This is entirely intentional. I've kept realistic damage style mods in mind by keeping things reasonable. I've played with many varieties of "realistic" damage mods mixed with higher multipliers, and they don't feel nice at all. I want to shoot guns, with gunpowder and lead. Not play laser tag with "1 tag and you're out" mechanics when against people wearing anything short of power armor. That should only be possible with the best modified guns in the game. These modest multipliers help reel that "laser tag" potential in, assuming you also use any realistic damage mods.
And if you don't use any realistic damage style mods, that's fine too! Compared to vanilla, enemies will still be mildly less akin to damage sponges!

Installation
To install, use a mod manager or extract the archive into the data folder.
To uninstall, deactivate in your mod manager or delete the mod's plugin from your data folder.
May or may not work on existing saves. When changing these game setting values with a plugin and trying to use an existing save file, I've heard that things can be a bit stubborn. To ensure the changed damage multipliers work, you may (or may not) need to do the following steps:
- Change your difficulty to something else.
- Save the game.
- Load the newly made save.
- Set the difficulty to your desired setting.
On that note, should you be playing on a save using Survival mode, you'll likely need to use a mod that allows disabling and reenabling Survival. I personally use and recommend Unlimited Survival Mode. Everything in that mod is toggleable, and it comes with settings to disable Survival's other more annoying bits as well.
Compatibility
Compatible with any mod that DOESN'T edit the difficulty damage GMSTs (fDiffMultHPByPCVE, fDiffMultHPToPCVE, ect.).
Compatible with mods that change bodypart data, and is complimented by them. Again, I only changed the difficulty damage GMSTs.
Likely incompatible with Better Locational Damage. I don't use it, but it changes a lot, so I don't know if it changes the same things.
Incompatible with Rewarding Difficulty Damage Scale. They change the same GMSTs.
Incompatible with any mod that DOES edit the difficulty damage GMSTs.
