I assume this is redundant when using Creation Club Delayed, or still useful on its own? I mean they seem to do the same thing, just this one is more involved and modifies the radio signal too.
This one piece of CC content ALWAYS broke my game. I even tried a fully vanilla run with only that one enabled, and I'm pretty sure it still broke Codsworth and Preston and the whole main quest.
Confirmed working and fixes the 'Out of Time' bug with the Tunnel Snakes Rule CC added and makes Preston actually go to Sanctuary as normal.

Edit - for anyone else trying to find the place (as the mods description is quite vague) for the quest to actually start, follow this:
Fast travel to Hangman's Alley.
Head to Fens Way Station? - this is an unmarked location but is directly west of Hangman's Alley and north-east of Chestnut Hillock Reservoir. Look for a subway building that leads underground and enter the door.
Go down steps and go into the hole in the wall on the left. Follow the pipes in hallway until you see a subway car and go left. Enter the door marked Subway Maintenance Access.
Head north, through the side tunnel until you reach a dead end and turn right onto the platform and head north east through the hole in the wall and follow pipes around again and head straight on into the room with a dead Tunnel Snake member and the terminal.

A magical mod, thank you very much. You have solved one of the biggest headaches I had with those missions. After uninstalling and installing, modifying ini etc....
Thanks for answering me so quickly and thanks for the suggestion. Unfortunately I don't fool with the Script Extender and I'm going to finally do a modless playthrough, so I'll just install Tunnel Snakes Rule after I'm finished with all the stuff it breaks. Thanks again.

Hmmm that's strange, I mean the reason for the removal ("Cannot finish"). Never had any problems with that fix.
