I never had this issue before, but I recently got a new TV to play on... and there it is. Very weird, maybe I just never noticed it. Thanks for the fix!
Must be the new TV then. Nah, just kidding. The bug was present in version 1.0 years ago. I remeber noticing it while looking for the small details at my first visit in the Vault.
Oh, lucky me! While I'm waiting for Vortex, I find this version very useful. https://forums.nexusmods.com/index.php?/topic/6086198-skse64-and-esl-support-for-nexus-mod-manager/
EDIT: It's unsupported update, btw. And load order change breaks with CC .esl files.
Mod Organizer 2 has working ESL support, so there are people who could be using an ESL version right now, but aren't.
Alternatively, you might be able to get this included in the Unofficial Fallout 4 Patch, then it would reach more people and contribute nothing to anyone's load order, even if they don't have an ESL-friendly mod manager.
Are you just sure or did you actually checked it ingame? This has nothing to do with hardware, it's the position of this object that's causing this problem.
I browsed some YouTube vids just for you and found the bug in motion. Watch carefully when the player moves the camera down: https://youtu.be/WfCkehmiC7k?t=24m30s

I sure don't have it.
