I tried to fix this, but I'm not exactly sure when the police officers are supposed to disappear. It's very likely that the Tyger disappears either before or after the cop. When it happens, let me know the point in your playthrough where you are — it will help me figure out the right moment when the NPCs are despawned.
Here's a funny thing, which isn't quite related to your mod but to the scene -- if one plays with Random Cyberpsycho attack mod and a Cyberpsycho spawns near enough inside H10, then the TygerClaw will get up from the floor and attack, the police may attack as well. However only the police will return to the scene which means the police will return to stand in the same positions as before only there'll be no TygerClaw on the floor. Looks hilarious!
I am currently at the at the stage where Takemura has sent me a text about meeting him and Oda (which occur after the meet at Tom's Diner) but the quest marker has not yet spawned (delayed by the mod Live a Little). So at this stage the police and TygerClaw is still spawned in H10. I'll update when I notice that they disappear.
This could indeed be an issue with my mod. I removed the vanilla Tyger and added a new one to control its spawn. Some characters in the game don't have reactions, and the Tyger on the ground is specifically meant to be handcuffed. I'll check if I didn't assign the wrong character (what i probably did).
Edit: Taking another look at Tyger handcuffed, I realized that at the beginning of the game he's not arrested yet—the police just knock on his door. Later, he gets arrested, stays for a while, and then the police and Tyger should be despawned. Now, it's necessary to identify two moments in the game: the moment when Tyger is arrested and the moment when both the police and Tyger should be despawned. I think the moment Tyger gets handcuffed is the conclusion of the heist, if anyone has more information I would be grateful.
I can't say for sure, but yes, I seem to remember no police with a handcuffed Tyger before Heist and they being there when I got out of my apartment after the Heist. I can't tell for sure if he was on the floor though...
I keep a save game right after you wake up from the heist for new play throughs. Anyway, DV is correct, the Tyger is there handcuffed after the heist. However, I am not exactly sure when they all despawn.
i was testing my pc and our beloved game with bunch of mods for last 2 weeks(150 mods). describing last 2 days. 1 test: Passing 2 hours gameplay test and gone to sleep. 2 test: !!! installed 2 of your mods(enemies and npcs) !!! after that passed test for 2 hours and gone to sleep. 3 test. CTD after 25 min of gameplay with such an error in logs:

so im not 100 sure, if this caused by your mods or by my system, but it is as it is.
Try lowering your settings. There's a similar thing in Unreal Engine when the lighting is too intensive on the system. Try asking ChatGPT or google your error for more info.

H10 Street Fix is not compatible with the latest version of Immersive Night City Fixes -- supposedly INCF includes all the H10 Street Fix fixes -- I've not yet checked whether that extends into compatibility with the Police Station however.
H10 Enhanced has some reported issues, namely sound glitches -- but it also states in it's description that it adds vendors and although not saying precisely where it seems the most likely culprit. Since that mod doesn't do anything that is baked in your save it should be a simple matter of deactivating it and checking if that vendor disappears.

This is why if you remove both AINodes in these circumstances, no matter what, at least 1 NPC will always remain there.

Yes, I noticed that too. The way I'm dealing with it is by making the NPC node entry in the community invisible in the streaming sector and then restoring the NPC in another modified community. It seems to have been working well, but I don't know how the game is actually dealing with the invisible node, maybe it's worse in terms of performance.
Yeah, too many mod touch around H10 and Japan Town, and these area already populated in vanilla and resource intensive which leading to instability and high prob to crash. Please consider other area too because they are so empty and your mod really bring city alive, which is my must have now. I would rather drop those useless crowd density, lod, and empty world edit just for this mod.
I noticed an error in TweakXL, I am not using vendorsXL which is likely the culprit but I thought I would report it as you do state VendorsXL is optional.
