Just to say something about the comments below, i was asked to do this mod by someone, because we discovered these values while making other mods which is a DAMN difficult process sometimes especially without proper tools which we dont even have.
The game is easy already and i don't have a problem playing it on hard difficulties. I am not a kid running around cheating stuff in the game killing every npc i see.
In a world where you get armor layer under your skin and also weapons are far advanced you can debate all day what makes sense and what does not. Same thing on people who think COD is realistic. It is far from it.
So: i made a mod, using it is *OPTIONAL*. If you want the game harder then either make mods that do that or ask people who can to make it harder. Not liking something is easy and takes no effort. Again, using this is an OPTION.
I just uploaded a simple mod based on the Game.AddStatModifier("HeadshotDamageMultiplier", 10, "Additive") command that can be adjusted via a menu option.
For anyone looking for this mod, some guy posted this , and it works. You have to put the command everytime you load a savegame, even when you die you have to do it.
This is not persistent - I have to apply it every time I start the game. For anyone interested - I'm currently using this command with Cyber Engine Tweaks - just put it in the console: Game.AddStatModifier("HeadshotDamageMultiplier", 10, "Additive") To check if the command was accepted type this and look for the HeadshotDamageMultiplier: Game.PrintPlayerStats() It's not as sophisticated as this mod but it gets the job done for me (you can replace the 10 with 50 or 100 to make sure that a headshot is 100% final).

This works. Tested just right now. Without it I hit headshot of 1095, then put that command with "100" instead of "10", and the hedshots was of 29000 or something like that so...

Yep, decided to quite playing. It's no longer a fun game when you have to shoot someone in the head nine times before they die.
