I love mods such as Stronger Bosses and Enemies and Tactician Plus, but unfortunately they suffer from compatibility issues, as they edit the game's values directly. This can also result in some undesirable effects, such as providing buffs to allies and summons instead of only enemies.
Others, such as More Actions, give the party and enemies a passive, making then completely incompatible with all other mods using passives.
Powerful Enemies uses Script Extender to provide numerous buffs to enemy NPCs at the start of every combat, without using any passive slots. All those buffs are configurable, so you can mix and match until you find the right balance for your game!
