The sun glare and the other sun effects should also appear when the Sky setting is enabled in the ENB menu. I just tested it and didn't experience the problem as you can see in the picture. I'm sorry, I don't know what causes your problem. It could be your graphics card, its drivers, the texture replacer (if you use one) or everything together. These are things that come to my mind spontaneously.
What graphics card do you have? I read somewhere that some people with Nvidia cards have problems with ENB.
When you start Oblivion, do you get the standard ENB message in the upper left corner of your screen (if you see it, then is ENB installed)?
If you haven't done it already, look at the trouble section at the end of the mod discription; there are some issues with ENBs listed.
Maybe your antivirus (or any other protection) program interferes with the ENB.
The location of your Oblivion installation does matter as well. If you have one of the newer operating systems (Windows Vista and above), it's better to install Oblivion not under Program Files because of UAC (User Account Control) which can cause problems with mods, too. That's why I installed the game under D:\Oblivion.
i have windows 7 i don't inderstand much about the graphic card but in the options it shows i have the Intel(R) HD Graphics and i do get the message when i start the game but nothing changes
Try the Injector Version instead of the Wrapper Version. Keep in mind that the Injector Version is installed differently and the injector.exe must be started (as administrator) everytime before you start Oblivion.
From the RealVision ENB readme (I know it's for Skyrim, just change the Skyrim parts with corresponding Oblivion ones):

6 years later and I can finally reproduce the problem which Intel HD Graphics users experience as I could get hold on a machine with this kind of GPU (the notebook of my mother btw). ENB needs HDR enabled and Oblivion's HDR doesn't work properly on (older) Intel HD Graphics. I wrote detailed instructions to fix this problem which you can find here.
I think Oblivion's engine has a problem with updating the weather to the new one. You could fix it in game by going inside an interior, wait 3 or 4 days and save to a new slot. This should reset the weather.
Fantastic work really, first enb I tried for Oblivion, and I'm more than satisfied. Honestly, I haven't noticed any fps drop with it, run the same as vanilla. I have enabled Dof too, I just can't play without Many thanks to you

I have been trying for over a year to make my characters in Oblivion look prettier. I have installed race mods, hair packs, high resolution texture packs, different ENB's and they stil looked like something that crawled out of the sewers. And then a few hours ago while browsing the Nexus i chanced upon your ENB and decided "what the hell, let's give it a try". So i uninstalled my previous ENB and installed yours.
Boy, am i glad i did.
I was so happy that my characters finally looked like they should that i almost cried. Now i can at last play Oblivion without that nagging feeling that it could still be improved.
I will endorse your ENB shortly and i will also inform my friends about your preset, it certainly deserves more coverage.
If you only want the bloomy sky, open both enbseries.ini, go to the SKY section of my ini and copy the sky settings and overwrite the sky settings of cinematic's ini with my sky settings. You may need to replace cinematic's enb palette with mine as well if the sky is too bloomy or too dark.
I tested both versions of the ENB with and without All Natural enabled and inside and outside the arena but I can't reproduce your problem. Everything seems to be ok. I don't know what causes your issue, sorry.
