This mod can fix high fps physics issues with just a few tweaks to the ini. Be sure to download the newer 4.1.36 version (it's the second file listed in main files), the older 4.0.7 version has the FPS cap set to 30 FPS by default. To do this navigate to your plugins folder and open sr_Fallout_Stutter_Remover.ini with a text editor (notepad will do). Edit: It's actually more like a bandaid, there will still be some minor weirdness like essential NPCs flying around as they regain consciousness if they were knocked out.
Disable everything under the Master section except for bManageFPS, iSchedulingResolution, and iMainHookPoint. The Master section should now look like this:
Next, under FPS_Management, enable bInject_iFPSClamp, and set fMaximumFPS to 144 (or whatever your refresh rate is). It should now look similar to this:
bInject_iFPSClamp = 1 fMaximumFPS = 144
Now just save the changes and close your text editor. If you want to fix the 59hz microstutter bug get LStewieAL's tweaks and enable bTickFix in the ini. For the heap replacer option that's in this mod get Fallout 3 Heap Replacer.
I FOUND A FIX - if this guide removed stutters but you got Too Fast Animations then Read This In Bold:
Then, all of my animations were too fast. Had nvidia control panel set to max framerate at 60. It still happened. I looked everywhere. Turns out both this mod and the TickFix from that guide have FastExit thingies. I read somewhere they tend to overlap, so I turned those off, set them both to 0. Turned off the nvidia control panel max framerate. Still happened. I saw somewhere that you should go to FALLOUT.INI in Documents/My Games/Fallout3 And then look for iFPSClamp. It's probably set to 0. Every guide tells you to turn this off and to just turn vertical sync on. Well, I turned vertical sync on and that was fucking terrible. I'm not playing with this weird choppy s#*! and mouse input lag. Tried adaptive and everything, no deal. iFPSClamp=60 That's what I did, and that's what fixed it. No vertical sync. I got both that TickFix (and everything in the guide) and this stutter remover mod. They work fine together. I followed what zpoke808 did, too. I've been reinstalling, fixing and playing this game since 2013, and every time I gotta do something slightly different. That's just the way it is, because of Bethesda's neglect and because computers are changing.
The intro is just a little fucked up, beyond that, it's smooth as hell. By intro, I mean the cutscene where you get born. The vault 101 section plays out just fine.
By the way, I tried putting this to 66, and Fallout 3 didn't like it. Don't bother jerking off to your 144Hz monitor this time. Play at 60fps, best you're gonna get unless you're one of those lucky boys who happen to have the magic combination of specific computer parts that for reasons unknown to any but the best computer scientists makes that possible, and I'm not talking about the newest parts or the strongest parts.
EDIT, a day later: Played all evening. 5 hours total. No stutters. No lip desync, no animation failures, nothing's too fast. The worst thing I've seen is tires making a noise when they spawn in near the big broken down bridges, which they only do once. Although I can't say it doesn't feel a little strange to play FO3 with such smooth graphics.
Confirmed as of 4/29/2024 this will make your game run BUTTER SMOOTH especially on a 144hz monitor WOW now THIS is how games should be played! THANKS A LOT BROTHER!!!
If I install this mod my game starts to cras after few minutes every time. Removing this mod bringing me thje stable game with 0 crashes. Can you help to figure out what problem I have. Want to keep the mod cause it improves fps stability.
I installed Fallout 3 with Updated Unofficial Fallout 3 Patch and I had stutter problems inside interior places every house, building or vault I entered had stutter, this one fixed everything! Thank you.
This poster existed for three days, then closed their account, or had it closed for them. I find it a bit odd that in that time they've rolled up here to this mod to redirect to a bunch of other mods, with the admonishment that this mod will crash everyone's game and is 'obsolete'.
It doesn't crash my game and seems to work well for me. Also, it was made for a game that has been long out of support or updated itself. Why would the mod creator continue to update a mod indefinitely, and why, when they stop doing so, does that render the mod obsolete if it still functions fine for a game that hasn't changed itself, since well before the mod was created?
This set of deleted(insertrandomnumbershere) accounts have posted here on the Fallout Stutter Remover mod, on my own Large Address Aware mod, and the Unofficial Fallout 3 Patch (and probably other mods too) stating they are all "Obsolete".
These fake accounts try to re-direct people away from these mods to other mods. All fake accounts created with a clear agenda, but now closed. Just a heads-up.
Works fine for me! - but note I'm using GOG version and my gaming desktop is Windows 7. Folks might find other fixes work better if they use a different version of the game or are using Windows 10 or some other platform. If you can't get FO3 running smooth on Win10 try TTW but you'll have to accept FNV gimmicky crap (excessive ammo types, crafting & ingredients, timed food HP etc).
@NMC I remember downloading your mod 14 years ago. You're a legend in the Fallout modding community🙂 Unfortunately, even though the OP seems to have a fake account, he is correct. On various forums people have been saying this particular fix no longer works. I wasted 2 days applying every fix to stop my crashes when someone mentioned this mod. I remember I had it installed and decided to take a chance and remove it. And Viola! I could finally play Fallout 3 without crashing every few minutes. I was so relieved.
My experience: This was making my game crash every two - ten minutes; after uninstalling it, I was able to play for a little over an hour without any crashes. I recommend getting the Tick Fix mod instead.
(MY HONEST VERDICT TOWARDS THIS MOD TO CLEAR THINGS UP)
(You can skip these words) To give you an idea, I run Fallout 3 GOTY (GOG) with Mod Organizer. I have modded the game with RH_Ironsight, ATMOS Sounds, Wasteland Ambience, Burnification, Fatman Tweaks, Explosion Remake, Fallout Streetlights, Megaton Lights, StewieFix, Exploding Flamers, Alien Walkers, Epic Mini Nukes, FO3 Fixes, Realistic Gunshot Sounds, and more just to name a few.
What's my rig? So you guys can have an idea, I have an AMD Ryzen 3 3200g processor, Vega 8 (I do not have a Graphics Card), 16GB Kingston RAM, 250GB HDD, with no overclock so my PC isn't that fast.
(VERDICT)
So does the mod work? Yes, I have played two hours non-stop without ever crashing although the screen does have tears that v-sync cannot fix even if you have your maximum fps to 0 or 75 (My Monitor's HZ).
However, I manage to find a solution that works for me that made it 95% better which is limiting the Maximum Frames to 60 and Minimum Frames to 30 and it worked like a charm. People below my comment probably said that StewieFix is the way but I find that disagreeable in my opinion because I do have it but it doesn't work as advertised in the performance increase field but I still use it because of its other tweaks.
Look, if you are unsure whether this will work in your PC just try it out yourself, don't trust the comments first because I have come across this mod several times and was ignoring it because the comments said it was not working and it will break your game but when I became desperate of finding solutions towards stutters FO3 has I downloaded this and I have not regretted my decision downloading this mod. If you are unsure if this mod works or not, you try it out for yourself and if you are wondering what version I downloaded it was FSR 4.1.3.6.
Summary = Try it out if it works; "If it works, keep it. If it doesn't, delete it."
So, should you download this mod? = It's better you find it out yourself but it works for me AND ITS THE BEST!
Additional Edit (7/7/2023)
There are still no issues! There are no crashes despite playing this game 6 hours non-stop! No joke! I time my games every time I play and there is no crashes whatsoever! So just try the mod for yourself to see if it'll work for you! It worked for me and I have since enjoyed Fallout 3 in Ultra High Graphics with no crashes and FPS Drops! I know that for a fact since my main weapon is Fatman and every time I see a vehicle or raiders, I spam the Fatman until their ragdoll bodies disappear.
Yep, It also works fine for me. I've been playing more than 10 hours now and have never had any promblems, zero crash so far. And just like you I avoided this mod so many times because I saw the comments saying it made the game crash.
But after trying so many mods to get rid of the micro stutter from loading distant objects with no success, I decided to try this one. (To clarify thing, I've used only two mods in my game, this one and the anniversary patch to downgrade the game, and that's it)
I don't know how to describe about the fps (Sorry English is not my first languge) yes it's not like the game runs with the cristal clear and smooth graphic but It also does not make the game substantially bad in term of fps. Actually, I kinda like it because this mod gives the grittier feel to the game.
So if people wants to get rid of any stutter you may encounter playing the game, I recommend trying this mod out. Work like a charm for me.
This made my game crash every five minutes. Probably because I had a hundred mods installed. Still, it worked wonders but sadly I had to delete it. 10/10 mod, endorsed, did what it was supposed to and more.
P.S. If you want to try this mod out, then do so. I suggest you install the mod and try it out yourself before reading the comments to see if it does any faults on your game's end. If it doesn't, then keep it.

The Unofficial Patch and Stewies Tweaks INI incorporates stutter fix, heap fix, memory fix etc that you find in single obsolete mods such as this one.
