put the .Ini Files in your SteamLibrary\steamapps\common\XCOM 2\XCom2-WarOfTheChosen\XComGame\Config folder and for the Int file put it in the SteamLibrary\steamapps\common\XCOM 2\XCom2-WarOfTheChosen\XComGame\Localization\INT folder.
