Either you're the only person who doesn't have the same folder structure that every other Steam user has for this game, or you're looking for the folder in the wrong place.
You should go fill out a detailed bug report on EgoSoft's official feedback thread. I don't help people who are rude to modders.
Some terrific news to share from EGO_BurnIt who responded to my Reddit thread, where I was doubtful about being able to package this mod for the Steam Workshop. Custom logos go into a folder tied to the user's SteamID, not the game install folder, which made me wonder if a Workshop extension was even possible.
"While it is technically already possible with some messing about with substitution catalogs, that's not recommended for this case. However I can tell you that improved support for player logos is coming with the next update (should be 2.20) which will allow you to also package your logos into a nice workshop extension."

But the reason I'm posting is because somehow the Paranids and someone else (I forget who) ended up with the Klingon logo in my game.
If you search Google on how to add logos to X4, you will get the same instructions that Griffon gives.
