For anyone having trouble in 25. Go into your console command and type addHair1. Make sure h is capitalized. Also make sure NVidia hairworks is off. There are YouTube videos that will help you enable the console in game, so research.
It's not just you. I noticed it too. Can't see it while roaming around 3rd person but you can see his hair come alive in cutscenes. Doubt the mod author will fix as mentioned in the description.
Top hair, side and bottom have same texture and same color, It just illusion from the shadow that make you feel it looks different, top hair most of time have light from sun, and the bottom and side most of time in shadow. Try to play it in the cutscene in the room to get use your vision with the hair.

Set this mod priority higher than Ultimate Netflix Henry Cavill and other hair mod you have. Just set it at number 1 priority.
So the solution is, change this mod name folder to:
mod_00NetflixS2S3Halftail
The _00 after the mod name will set this hair mod Higher/on top of Ultimate Henry cavill and other hair mod you have.
But I recomended you to use this
The Witcher 3 Mod Manager and set this mod to priority no.1
