Because you probably have all the cards he sells. He only sells cards that you can normally buy elsewhere in the world, he doesn't sell cards you can win by playing or quest related cards.
Hey, I don't wanna be a nudge but is it possible to put another screenshot showing where exactly the merchant is, there are no indicators on where in Velen based off the current map screenshot. I'm bad at maps and have very bad eyesight so a better indicator (closest travel post, maybe?) would be helpful. :)

Not exactly. I installed the mod, working fine. My install blew up. I reinstalled vanilla, tested the game with a fresh start, then reinstalled mods including this one. Then I loaded up my savefile from before the reinstall and the marker and quick travel post were present, but not the merchants. So it's the same playthrough, which hasn't been played without the mod installed. Doing what you describe would be asking for trouble and not only with your mod, I should imagine.
I wonder if it's load order? Is there anything it needs to be before/after? That's something which could easily have changed with a reinstall as I describe.
This mod doesn't edit any vanilla files so load order doesn't matter. Try to type these 3 commands in the console one after the other (while in Novigrad/Velen region): removefact(mmerchant_a_init) removefact(mmerchant_b_init) addfact(mmerchant_reset)
