Counterintuitively named for this purpose, but this can be accomplished with the mod Swords on the Hip. Now whether it works with 4.0 is another story... It works! Menschfiend13 is an absolute boss and has updated it for NG.
You can position swords absolutely any way you like with SotH (with enough messing around of the coordinates, or by choosing the right preset).
Since Menschfiend13 updated it to work, I feel compelled to plug my own addition to their mod... More Presets for Swords on the Hip - this just extends the default presets with additional ones which I spent HOURS making and tweaking. I did not make a criss-cross preset, though (I know, I know, I deserve to be clapped in dimeritium shackles)
The drakkars seem to disappear if I use uber LOD and give it priority. Is it some complex conflict or should everything be fine if I give this mod priority instead?
