   The description talks about adding it to a mods folder that doesn't exist and there's no way to contact the author.

      It is rather normal for vanilla (not modded) game. Solution is easy - just create folder MODS in folder where game is installed (The Witcher 3 ), if you have Steam version, go to your Steam folder and then /steamapps/common/The Witcher 3 ).
