Actually I'm pretty sure the video is just a showcase of his lighting mod known as project e3 unless there was a different video posted before. The file's just a reshade mod.
Can't play The Witcher 3 at the moment due to the lack of a capable rig but I just saw all of your Project E3 videos and I've gotta say, your mod looks pretty darn good. Looks Amazing really .

Same here, using reshade 3.0.6 and Real E3 v1.1. Right now we have the choice between a colour breaking bug or no version at all.

Judging the video on the main page, it looks great. I especially like it at dusk (2:43 and afterwards), because of the bigger amount of gray tones with technicolours mixed of hazelnut brown and blue. The old E3FX v7 had the same colours on the edge of warm and cool, but was much darker and thus like a grim fable. If you want to go that way, add a tiny bit of contrast.
