Step 1: Install ReShade 6.3.3 or the latest version of ReShade:
https://reshade.me/
Pick direct x 12 version of ReShade during installation prompts
Check ALL effects when downloading effects during ReShade installation, including legacy effects
Step 2: Copy "Saturation Adjustment + Motion Blur.ini" file from this download and paste it into your Witcher 3 directory under Steam\steamapps\common\The Witcher 3\bin\x64_dx12, it should be the folder where the file witcher3.exe is located
Step 3: Start game, follow tutorial instructions when ReShade GUI pops up in the game, once finished with that, select "Saturation Adjustment + Motion Blur.ini" from the drop down list to use this Preset, and click Select! You might also want to go to the settings tab in the ReShade gui to set keys for toggling the effect on and off, but this optional.

Look up a tutorial on youtube like this: https://www.youtube.com/watch?v=VPRrb7I5iY0, for more detailed instructions on how to install ReShade if you need further help! Make sure to pick d3d9/Direct X 9 version though while installing ReShade, not 10, 11, or dxgi!
