This is just a simple ReShade preset adding motion blur and a subtle saturation adjustment and lighting enhancement.
Witcher 3 is already an extremely beautiful game, so my very subtle changes are deliberately not extreme cause I already very much like the way the game looks. I really just wanted to add some motion blur, and I decided to also tone down the saturation a bit and add some slightly more glowy bloom effects on the side. Again the lighting/color changes are deliberately subtle.
