Sadly, this does not work with "Spacer's Choice Edition". It gives off some kind of error after character creation and refuses to load the game proper. Something about corrupted data. Just deleting this file fixed the issue. I was using no other mods.
I quite like this, n wish this would look this good in my game, I'm just browsing atm, no idea how you would mod a game like outer worlds, can you do it thru mo2, or always manually ?

I don't use MO2, but I doubt that any mod manager would know what to do with it.
Just incase anyone finds this, i have no idea what the other absurd guy is on about. You just stick it in the exact same /paks folder. The Outer Worlds\Indiana\Content\Paks\
The file structure is identical in the gamepass version vs steams.

But it's not making sense to me why, when the next thing you say is we want mods to load after game files, but the 'mods' folder will load before them... so why create the mods folder?
