Ok, so most of these comments didn't help me install this but I finally figured it out so I wanted to comment:
Go to reshade.me (it's a website) and download and install the latest version of Reshade. It's software that will reshade any game basically, not just this one. Run it, and select the \Program Files\TheOuterWorlds\Indiana\Binaries\Win64\IndianaEpicGameStore-Win64-Shipping.exe with it. I clicked thru all the default settings.
Now, download the "Outer Realm .ini" file on this mod. I renamed it "Outer Realms.ini" after I downloaded it because I didn't like the poor name and extra space in it. Put that .ini file into your \Program Files\TheOuterWorlds\Indiana\Binaries\Win64\ directory.
Start your game up. You'll notice right away (if you did it right) that in the upper left corner, during the splash opening, it will tell you you're running Reshade. Push the HOME button to open up the reshade GUI. The < and > buttons at the top will let you scroll thru all of the .ini files you have in that directory. I also downloaded the TerraFormed Reshade ini from nexusmods and put it in that directory too. So now using < and > you can switch between different shader settings. Click it until you see this one "Outer Realms". That's it! Hit HOME to close the GUI.
The ReShade.ini file in the directory also contains a setting that points to the shader you want to use for this game: CurrentPresetPath=E:\Program Files\TheOuterWorlds\Indiana\Binaries\Win64\Outer Realms.ini (that's what we picked thru the GUI)

mine just said i dont have permisiion? and when i copied the outer realm.ini it vanished? i loaded up the game and on the main menu nothing came up? i never actually started playing the game as i know from other game shders the menu comes up like stra8 away before even the main menu?
i got to be doing something wrong, my game is installed onto an external hard drive not c drive. i wonder.....
Just a head's up, the creator of the Marty McFly RT shaders sometimes will go out of his way to get presets containing that shader removed from nexus. Seems you're in the clear but just a fair warning
I have a RTX 2080 and a Ryzen 7 1800x @ 3.8ghz and I dont have any problems yet. But if you find any performance issues, lmk and I will try and fix any issues.
