Extra Options now found in Mod Options under Extra Options
Big thanks to Mr Purple for upgrading extra options to SMLhelper options
Add UI for persistent setting of things like water murkiness, console, texture quality, etc.

mod options under Extra Options and have them persist on relaunching the game.
Also adds a configuration setting for murkiness. Murkiness can be both
lowered and increased, but note that lowering it will cause you to be able to see the games pop in easier.
This mod is compiled against the release branch of Subnautica bz, but may work on experimental (currently it does).
