For players:
Just unzip the archive into the Subnautica\QMods folder and you done!
For the developers - you have to add refrence to the Utilites.dll located in the Subnautica\QMods\Utilites folder. The file has the documentation, so after taking a look at the example there shouldn't be much troubles with it. + I'm working on the Wiki right now =)
