The green displays should work with both files, but the lights on the ceiling only work with the exterior mod. The inner back part of the seamoth counts as exterior in the game files. i never tested these texture tweaks on a different pc than mine. i'll try it with -force-opengl to see if i can reproduce the bug.
Edit: with only the inside tweak the textures can look a bit weird in some biomes during the day, and i can make a config without the lit cockpit in the exterior mod and add it to the files. if the issue is something different then i would need more details.
Vortex i assume. i never tested download and installation with a mod installer or similar programm
Edit: on the mod page of Subnautica Support for Vortex, i can't find any detail on how to add the config folder into a mod. only the folders plugins and patchers are mentioned. There are no mentions in the comments either of the folder config. i will remove the vortex download button
