1.) Download and extract Tobey's Subnautica Bepinex Packe to the game folder
2.) Download and extract RecycleLocker to Bepinex\plugins
3.) Start the game and unlock Rcan by unlocking IonCube
How to Add items to the Banneditems.json

Tools with Batteries will give them back but if you recycle the battery you will only get the Copper
