Adds a Scanner Arm for the Prawn and every VF Vehicle

This mod adds a new vehicle arm upgrade: the Scanner Arm.

The Scanner Arm works just like the scanner tool, although you cannot scan yourself with it.
Alt-use will toggle its functionality.
There are two buildable upgrades: one for VF vehicle and one for the Exosuit.
Normally, it will only work with VF vehicles set up for arms. But you can use Config Manager to toggle "force arm compat" for each vehicle you'd like to be able to accept arms upgrades.
To unlock the Scanner Arm, you must scan 3 fragments. There are five in the world. Where are they?
