HPET is actually really beneficial to disable, and it doesn't have something to do with raw FPS.
Disabling HPET for AMD Ryzen can be really beneficial, because sometimes Windows 11 has a Dynamic Timer Resolution which is higher than Ryzen motherboards internal timer. This can cause the hardware to wait for the external timer to draw frames, resulting in a frameskip or a stutter.
Actually, disabling HPET removed ALOT of camera stutters in this game, that I bet people have just blamed on UE4 texture streaming.
I recommend doing this change, but you don't need a mod to do it.
